leviathan-supersystem answered: "presumably a board of people with more knowledge on mental and physical disabilities than i, as a laypersons could ever hope to have. some mix of doctors and disability advocates, i suspect."

i was denied government benefits after losing my job due to a disability because i "didn't have a valid reason to leave." prior to leaving, i submitted multiple doctors notes requesting accommodation, they denied me, i started collapsing at work, and i had to leave. they told me that was not a valid reason. i tried to appeal, and they wouldn't accept any of my documented evidence of my disability.
before i left, i was called by HR multiple times, trying to "assess" my situation (aka trying as hard as she could to not provide me with benefits). she would regularly ask me questions like, "well, how bad does it hurt, anyway?" or "how often do you even use your cane? every once in a while?" because corporations & the government don't want you to be disabled and if you are, then you must be exaggerating/faking. hell, i needed a doctors note to even use my cane at work!!!! which was basically a huge middle finger to me, who had to wait for my extremely busy doctor to send me an accurate doctors note before i could use my god damn mobility aid at work
you can not determine for yourself if someone else is disabled, you just fucking cant. thats how you end up ignoring actually disabled people
